This panel forms a single scene with the left half of panel 20. Barnabas stands holding his chin in his hand and looking across to the adjoining panel. One of his congretation gestures in that direction while another has already turned to listen to the sermon of St Paul - who stands alone in the left half of panel 20, hand raised in an orator's gesture as if competing with the other preacher for the audience's attention. This is the artist's subtle way of showing the intial meeting of Paul and Barnabas whilst emphasising the former's greater stature (a message which is reinforced in panel 20).
