This appears to show an elderly priest (Aaron?) standing behind an altar and addressing two younger clerics, one of whom is resting a book on the altar. There are several references in Numbers to Aaron instructing his sons in their priestly role as descendents of Levi - this may be one of those, although that is just speculation.
