The artist has shown a tightly packed cluster of heads in the centre, all turned towards a figure on the right, who gestures vigorously off to the right. Presumably this gesture originally led to the topic of their conversation in the adjoining panel, though given the disruption to the window, one cannot assume that this was the current panel 12. If they are, then this could be the Moabites waiting excitedly to hear from the emissaries whether Balaam will heed their call.

The fragment of text in the jumble of rocks (?) beneath the men is a later stop-gap and unrelated to this window.
