The Town-hall or Raekoda has been the centerpiece of Tallinn's civic life since the early 14th century - the present gothic masterpeice was built in 1404 though the spire is 17th century. Legend tells that the spire was designed by a nobleman who had returned from the crusades - hence its stylistic similarity to a minaret.
